if that's what they want to do, then sounds entirely sensible. have a dining area only for CX F and their top tier. i would hope the rest of the new wing F would be available for OWE - it seems a bit silly to have only one OWE lounge which is quite a way towards the end of the terminal and not one near the low gates.
