Agreed, the balloon may pop, but helium is definitely not flammable, which is why it is the gas of choice for balloons instead of hydrogen which is highly flammable (viz. Hindenburg, etc).
Which is probably another reason they shouldn't allow balloons: fill them with H instead of He and you've got a nice litte explosive device.
