Buffet has not moved as far as I can tell, we stayed in a beach area suite and went to the Ninguno Taqueria for breakfast every morning and did both the buffet and the menu (as globalist they said we got both)

I saw at least two people lounging at the lagoon pool, but there is a sign saying it is not open, however given the fact that there are so few people here (we routinely went to dinner and saw maybe one or two other families) I really doubt they're going to kick you out of the lagoon pool area.
