Or the best of both worlds as Varig once tried to propose and it didn't last more than a few days:

"In order to comply with the various restrictions imposed by airports Varig operates we suggest that our passengers check-in no more than 2 pieces of luggage with an amount not to exceed 20 kgs total"

This suggestion never materialized and was soon discarded... but Dave Noble I'm afraid you could be right - what other fees should we see in place prior to the loo-usage fee ?
