All that would be left would be to get rid of the "burdensome restriction" of only one bag and generously allow passengers as many pieces as they like as long as the weight wasnt exceeded

Or the best of both worlds as Varig once tried to propose and it didn't last more than a few days:
"In order to comply with the various restrictions imposed by airports Varig operates we suggest that our passengers check-in no more than 2 pieces of luggage with an amount not to exceed 20 kgs total"
This suggestion never materialized and was soon discarded... but
Dave Noble I'm afraid you could be right - what other fees should we see in place prior to the loo-usage fee ?
