Most times, they quickly respond and compensation comes within 10-14 days. I fortunately have had several “opportunities” to test this process out.
To add compensation will depend on the reason for the cancellation of your original FCO-PHL flight. If it was weather, that wouldn't get compensation. Mechanical? Most definitely compensable under EU261
