SFO has been landing on Rwy 19L (ie, same as 1R) for much of the day today. That’s confusing - isn’t the runway that is supposed to be out of service?

I understand why this runway is a good choice for the stormy weather today. Last night my flight landed on 28R with 10 knot crosswind from the southeast, and it was one of the rougher landings I’ve felt.
