LAWA has done the impossible and has made the JFK/EWR airtrain seem like a good deal. They should implement a congestion toll on all cars entering the horseshoe, and (better yet) if the objective was truly just to reduce traffic, apply the toll only during the busy hours. There is a large chunk of the date the horseshoe is clear.
