The qualification criteria is opaque. It's generally believed that spend is the main factor, but there may be other factors. The new accounts team is just the front line and does not make the invite decisions, so I take what they say with a grain of salt. "waiting for capacity" means that AmEx limits the number of Centurion card holders, and only invites people periodically.
