The IB scheme was better thought out than the BA one when it was announced last year. This does not necessarily mean that the IB people are smarter or more generous; they had a couple of extra months, some capacity to react to early feedback to the BA scheme and, also, it was much more obvious (even to consultants) that the BAC criteria would be ridiculous for the Spanish market. BAC later adopted some of the features that were in Iberia Club from the beginning (qualification by segments, cabin bonuses, etc.).
In all, I think IB has mostly succeeded in implementing changes that work for their actual frequent flyers and introducing some interesting non-flying components to the programme.
Also, just because of the difference in incomes, BA is just less interested in getting people that are marginal compared to IB.
