oh , but this sounds like :
for them to prevent to pay the URG , they just give everybody a room during check in even though they know the room is not quite ready and/or they knew the hotel is having some big problem that need a few days to fix. and then just move whoever if they come down and ask for it ?
if they need to move me after check in , doesnt mean the hotel agrees that they dont have a room for me and kind of like falling into the URG ?
