Having worked with ATC personnel from both commercial airports and military airfields, and also having personally worked in a control tower at a major US airport (not doing ATC, but something else), one thing that stands out to me is how much impact the local knowledge and experience of the controllers has on how an airport operates. They spend years of their working lives living with the nuances of airport configurations, FAA rules, local conditions and limitations, particular airlines and aircraft, local weather patterns, airport facilities and services (think about how snow plowing competency varies from one airport to another), etc. I am absolutely confident that the ATC team at SFO has had a major impact on how the airport could and should be operated given the construction changes, and the new rules about simultaneous approaches.
