I read it to mean that the listed countries has this "perk" granted based on reciprocity, they just need to register as if they were frequent visitors. Other passportholders still can go into the program, but must fulfil no of visits, FF-card, no adverse behaviour, et.c

Exactly my question. I would assume they are, but who knows? Probably not AY customer service, but maybe someon here tried and succeeded. I had the e-gates access for many years, excellent value.
Then again, Finnair did cancel their participation with in-town-checkin so maybe they killed off any perks and participations related to HKG.
I will meet the requirements next week, but unsure if I am able to try. On last arrival the application office in north arrival had a sign saying "closed for system maintenance" or something of that sort. And the central application office is always closed on weekends.
