There is no COS on revenue earning, just 5 SPs per dollar spent on fare paid less fees & taxes. When booking with a partner, fare isn't known, so earnings will be a percentage of base miles flown.

We don't know that. Nowhere does AS say that both revenue and distance earnings will have elevated earnings on partner domestic or international J/F.
