For mileage upgrade awards on Air France from premium economy to business, is Z class required like for using a GUC on Air France? OY is for the highly limited number of Delta operated flights that are still eligible for MUA upgrade?

I'm also having the worst luck with getting an agent who even knows what a mileage upgrade award is.
