Yes, it's mainly directed to people whose homes are not in Chicago and staying at a nearby hotel (and usually have an early morning flight).
Both SK and LH have had this for over a decade. When our kids were really young, we'd take the bus/train from middle of nowhere Sweden to ARN, drop our four 23kg bags off at the SK counter (and get boarding passes), then proceed to the hotel for the evening. In the morning, we just get up, have breakfast, and then go directly to security. It makes for a significantly less stressful morning.
