If an agent adds this leg to the booking would they need the full amount of Avios available or just the voucher reduced amount?

Yes you can do this.
If the BA flight SCL-LHR was available with redemption seats, you can book it but Avios requirement is high on this route with BA. Or you can do SCL-MAD-LHR with Iberia. If booking by phone and you are applying the voucher, you only need the reduced Avios requirement.
