While I have no definitive evidence of it, the general consensus that I've read on may other posts is that the operating airline pays the bill for lounge access and not FF scheme operator - it makes sense in the way that you can gain status on BA, IB, AY, MH, RJ and possibly others without actually flying on those airlines.
