If your assessment of the Citi notice is correct, then it should have no effect on anyone using a prepaid Visa or MC GC since the ones we buy in the store certainly are not "commercial" prepaid debit cards.

I would consider a "commercial" prepaid debit card to be something like a debit card issued by Verizon or ATT as a rebate or even a debit card issued by a big corporation to its employees as an incentive.

I have no clue as to why Citi would issue such a restriction. Maybe they don't trust the business backing those debit cards.
