The incremental fuel burn for each passenger is relatively insignificant compared to the base fuel required to move the plane. I don’t see any reason they would hold back award space for that particular reason. The reason you’re not seeing 100K TPAC awards is probably because UA may set TPAC traffic records due to people flying west instead of east in order to bypass the Middle East.
