Hilton AI Charging for Young Kids on Points Redemption?

I have an upcoming stay at the Hilton Cancun All Inclusive. Family of 4 with two kids, 6 and 4. I just got an email from the hotel telling me they are going to charge an extra person fee of $90 per night, for the kids. This is to be paid at time of check in.

I have stayed at two Hilton AI's on points in the past, and have never been charged for the kids. Last year (Hilton Tulum AI), the kids were 5 and 3, so if this policy is accurate, I should have been charged last year for one kid. Two years ago (Hilton Mar Caribe), we did the same thing, the kids were 4 and 2, and I was not charged for them at all.

Is this a recent change? When booking, I input all 4 people into the reservation, and I was only shown the total points for the stay, no additional fees or anything.

Meanwhile, if I book a points stay at a Marriott AI, they do show the extra person fees during booking.

Worst part about this is I rebooked last night, because the points cost went down. I had not previously received this email from them on my prior booking, but after re-booking last night, I got it.

I understand the kids are getting older and I'll need to pay for them eventually, but given past experience, this feels like a bait and switch, especially when I input the correct people at time of booking. I understand points reservations are for double occupancy (this is what they referenced in the email), but my past experience shows that young kids are acceptable, and nothing was mentioned about the fee during the reservation process. Does anyone have input?
