I agree, the check in agent also made it clear that the oneworld lounge under leadership of Qatar would be the one Cathay would use for its own and oneworld Elites, so I think a oneworld-branded lounge is more likely, but am happy to be corrected once T3 opens. I think FRA T3 would be ideal for a oneworld alliance-branded lounge since the ones in AMS and ICN are both at competitor's hubs, which Frankfurt is too.
For JAL it probably doesn't make sense anymore to operate their own lounge anymore, since they only have one flight a day and I am very certain JAL will move to a shared facility based on the language in their announcement.
I think there is already a plan on how the lounge situation for oneworld airlines in T3 will look like and very likely nearly finished with construction but it's just not public yet what it will look like. Hopefully we get an update soon.
