Rerouting from Middle East not allowed?

Hi guys,

I have a flight on CX 30.04-14.05 RUH-HKG-NRT

I saw on the website that they issued a travel waiver that allows free rebooking, rerouting and refunding.

I wrote to the WhatsApp chat to ask to be rerouted and to fly from LHR instead of RUH. First they said that the RUH flights are cancelled until 31 of March and then asked where did I find the travel waiver that covers flights until 30.04. I sent them the link: Link

After that he asked what flights would I like. I sent him the exact flights with dates - I am not changing the dates or destination, only want to depart from LHR.

The agent then said that this is considered voluntary change and they will not do it for free.

What does REROUTING even mean then? Has anybody successfully changed their flights under this policy?
