I'm guessing if it was lifted then the return would be similar e.g. 1 TP per £10 spend. There are probably plenty of people who put or could put about £75k through a personal Amex per year so about 7,500 TPs and Silver without setting foot on a plane. I assume that it would still not count as BA spend so not that helpful for GGL retention but an £80k Amex BAPP spend would see you meet the non-BA spend requirement for re-qualification and then if you only had 32k TPs to get you could probably do that on about £22k actual spend with the new bonus structure. Only £5.5m Amex spend for GfL or £15m for GGLfL...

It's situations like yours that make me pretty sure that they will comp you GGL next year. No point in losing a load of customers who would have re-qualified under the system you just changed it to. Of course if you already bought a load of flights for 26/27 the horse has already bolted.
