Slightly off topic, but thought I'd throw this out there for good measure in case others aren't familiar. I do not know whether Citi will reallocate credit lines, since we only have one card; however, they DO allow us to request a credit line increase every six-months on their website without a hard credit inquiry. I have found this helpful, as I set it on my calendar to request it every six-months and until now, we have never been denied an increase. We've been doing this for the last 2-3 years or so. Each time the increase varies, but it's typically between about $4,000-$6,000 per increase.
