Well, I have good news! After not being able to contact the QR Office in the US, and the International number not picking up the DTMF code for #2 requesting English, I tried using my Google Voice number at $0.14 cents per minute and got through! The refund process was started and request approved! 7-28 days for the refund is going to be interesting! But, at least I don't have two tickets now to same destination three days apart!
Edit: I was a Grand Central VOIP user with $10 credit prior to Google buying the service and turning it into Google Voice. That was over 2 decades ago. I have no idea how to put money into Google Voice now to replenish what I used up on that phone call. It's nice to know there is a work around when tech fails as it so often does these days.
Edit Edit: I found the setting to add more credit and pumped $50 into it. Better to be safe than sorry!
I'm now booked on Cathay Pacific on the 16th! All other arrangements have been made and crisis now under control!
