I got rerouted from QR to BA, due to late arrival at the connection point (LHR), all the way back in September. I had to ask, but they did give me Avios and Qpoints for the QR routing. There were quite a few more QPoints for the original QR routing than the replacement BA routing.
So if they were doing that even before the current situation, it wouldn't surprise me if they continued now. Might have to ask though.
You should be able to get the original route credit if you submit a ticket for missing Avios.
In the past when QR cancelled my flight / missed connection and rebooked me on MH, I had to submit a ticket to get the additional Avios / Qpoints rather than automatically getting the reduced amount earned on partner airlines.
