Actually, I believe the 6500/5000 yen prices at the Okura are inclusive of tax and service (so no +), making it an even bigger contrast vs the PH. The full breakfast at PH Kyoto is also 7150 yen, inclusive because there is no service charge at the casual Bistro.
Hotels charge so much for breakfast because they feel that guests will be reluctant to bother to go elsewhere. I've stayed at some Hiltons in Japan where the buffet lunch, every bit as good as the breakfast, only cost half the price of the breakfast, since the hotel was trying to lure in non-guests.
