Yup. That's sadly how they are dealing with the situation right now. It makes rebooking needlessly difficult as most flights will already be at capacity by the time they allow you to rebook.
It's a shame (and tbh unacceptable) that JAL doesn't follow the broader waiver that is instated by QR.
