Just realized this, as far as I know JAL CS office from where I call from (I am KUL based) will be directed to HK call center (call in last year to get some stuff sorted). Unless they outsource to some company based in Malaysia recently.

Ahh, mystery solved, if experiences with MH CS are a benchmark... Also compounded by the JAL rules, of course.
The trick to get over this is to select Bahasa Malaysia which will redirect to local call center which they are very helpful (I spoke mix of Bahasa and english in the call), else you be directed to outsource call center based in the Philippines
