Is tax typically included at restaurants?

I used these before and I could have sworn tax was included.
However, on my upcoming trip I email all the hotels I plan to stay at to confirm I can use this aminity. One confirmed but said tax is not included.

GST is 18% (in India) so it makes a big difference trying to live up charges to the right amount
