I am surprised to hear that 1Ps/2Ps get Book-and-Hold. It was advertised as a 1K benefit at the 1K website. FYI, 1K don't get to book-and-hold cheap fares either - not international V fare, not domestic S or T fares. However, it is possible to book-and-hold online a higher fare class, get a confirmation number and call to have an agent lower the fare basis to whatever lowest that's available.
