cannot go to these lounges on arrival. They are
departure lounges, only available to passengers flying out of HKG.

There's no arrivals lounge at HKG. There used to be two - Cathay and Plaza Premium - both located 'landside', in the walkway between T1 and T2, but both closed many years back. The Plaza Premium lounge is planned to reopen much later this year.
