You can change the PE to CW or F in the unlikely event that availability opens up but you have to ring BA and there is a £35 pp change fee.
One thing on this worth noting - I did this from CW to F the other week when F availability came up to Changi on a one way flight. If you have paid for seat selection on your current seat, that can be refunded after the event - in the end I actually ended up spending approx 50k Avios and saving £60 by upgrading to first.
I think if you add unsuitable PE seats to your original booking you may struggle to unlink half the booking and then rebook but not sure how correct that is.
