They "only" have 3 flights a day from SIN and they built a premium lounge there. They only have 3 flights a day out of CDG and they built a premium lounge there.

Frankly, there are very few outstations where QR has more than 3 flights a day. I have no idea what the lounge will situation in FRA will be, but whatever the situation, the decision criteria likely has nothing to do with QR only having 3 flights per day because, other than their hub, that is pretty much what they have everywhere.
