Ignoring the geopolitical circumstances right now, I'd say that low loads are likely also due to the unattractiveness of KL's product. Flying a 737 versus a wide-body A350 or soon 777 with P is just a massive downgrade, whether in Y or J. Can't beat a lie-flat with decent service (although no hot meal), but at least no 3-3 config with a blocked middle seat, a Wanderbox and potentially no Wi-Fi...
