No policy change - it is not permitted to have two guests. Since your daughter turned 2, staff members have been giving you an exception here, which by its nature cannot be expected every time! Unfortunately your reaction is exactly why BA would hesitate to offer sensible exceptions like they did for your young child. You now feel entitled to it, rather than grateful.
You would be better off being very content you have gotten the extra guest so many times, rather than complaining you didn't get it this time and how you are 'near' gold.. you are either all eligible for the lounge or you are not, and you are not!
Saying my premium economy ticket was 'near' business class price so I should be able to get a nicer seat wouldn't work on board, for example..
