They seem to do it to quarantine the passengers and get an accurate headcount.

I was evacuated from a flight leaving EWR. We were all taken to the lounge in the rotunda. It took the police about 40 minutes to get an accurate headcount. People were moving around, in and out of restrooms. They said that they wanted to ensure that nobody was wandering around the field!
