The US and Israeli's have cut the usual command and control of the Iranian systems so there is no one to talk to who can "guarantee" that no one will shoot at Dubai or any other specific target. Most Iran missile and drone systems seem to be under "local" control so who and why the target is unknown.
Third, airliners have to fly through the space these projectiles occupy, Thus a drone headed for somewhere other than Dubai may hit an aircraft leaving Dubai and transiting that same airspace.
Then finally you have the issue of the Kuwaiti's who same willing to shoot down ANYBODY who gets near them, friend or foe.

No, I nor anybody I liked would not be flying from or to Dubai for many more days. No until it is much more quiet.

However, the UAE have an early warning aircraft in the air 24/7, they can see missile launching almost immediately. It takes a while for Iranian missiles/drones to reach UAE. I’m sure that they are confident that it’s safe, until they think it isn’t. Aviation is the most safe form of transportation because of the rules that apply.
