This evening at DXB aircraft are departing the South-East facing runways (12R/L) and landing on the North-West facing runways (30L/R).
This would suggest that the authorities feel that flying low over the coast either on arrival or landing is the higher risk activity.
Indeed all of the missile/drone activity has arrived in Dubai from the North, which is of course the direction of Iran.

Assuming operations continue like that they will be limited in capacity.
