Here's what happened with me, as best I can recall: I reserved the PH Washington DC with this language for the Presidential Inauguration on points. I decided the last place I wanted to be January 20 was DC. Hyatt.com allowed me to cancel the reservation. At some point the hotel charged my credit card (required to make the reservation) approximately $5k since rooms were very expensive at that point. My Concierge said "tough luck it's in the T&C, nothing we can do about it". I emailed the hotel and asked for forgiveness; they refunded the charge and even apologized and said it was their error.
You should email or call the hotel and ask if they will allow the cancellation without charging you.
