I don’t believe that is accurate. EU261 compensation does not apply however the right to duty of care is not limited to matters within an airlines control. During the volcanic shut airlines had to look after passengers and they must do so during ATC outages.
This right would only apply on Qatar flights leaving the U.K./EU not on flights into the EU/UK.
