EC261 offers compensation for the inconvenience of your flight being cancelled for reasons under the airline's control. This would be unlikely to apply. However offering you rebooking is or a refund is not part of that compensation -- that applies regardless of the reason of the cancellation.
you won’t get the monetary compensation in a war scenario under EC261 but rebooking or refund obligations still apply including on alternative airlines
