I arrive a 13:10, and connect to a 16:48 UA flight. Was hoping to get some relaxation time at the Polaris lounge.

LOL I get it 😄 but no — a taxi wouldn’t be quicker.
TBIT and T7 are connected airside, so once you clear immigration (and re-check bags if needed), you can just walk over in about 15–20 minutes.
With 3h 38m between flights, you should still have time for the Polaris lounge unless immigration is unusually slow. Going landside for a car would likely take longer thanks to traffic + re-clearing security.
Stick to walking — way easier.
