I'm skeptical that Amex is responsible for the recent change, since they could have "fixed" it years ago by not reimbursing tickets with a passenger name of "TRAVEL BANK CA".
They could have but perhaps it was just sitting in a low priority queue that someone finally got to.
Or perhaps it’s related to the refresh that added more credits making it more urgent to address this loophole.
My point is just because something has been around for a while doesn’t mean Amex intended to keep it unaddressed.
