I can testify firsthand that some of these situations are hard calls to make, for sure at outstations and with sometimes intransigent goverment officials, especially in China. Also, in the case of adverse weather conditions, a lot depends on whether there is the potential to still get out. But in the case of Lufthansa at Munich, it had become entirely clear that none of the flights were going anywhere, while the aircraft were still at the homebase. OCC should have come up with a better solution than leaving passengers onboard until 4am.
