Only in life and death situations like a fire or flooding with severe implications to the economical survival of the company or danger to health and safety. Which - even though the situation was rough - 6 hours sitting in a metal tube is not. Unless e.g. they lost heating, didn't had anything to drink and passengers start collapsing, etc. And then a call to the emergency line 110 or 112 probably would have yielded some result.
