The fare rules on mine were like that. But clearly the “fully refundable” indication shows up somehow for the agents, since one mentioned something like “oh good I see you bought a refundable ticket” before I even asked about it.

Despite the text in the fare rules, the only confusion different agents had was about whether it would go back to my card or be a wallet credit. But ultimately it did go back to the card.
