EC261's Turkish equivalent (SHY Yolcu) applies to the flights between Turkiye and EU.

I have never heard USD as the currency of the compensation in IST. In my experience it was always EUR. The most recent one was at the end of last December.

Given the distance 400€ makes sense for some of the European destinations. The rest of the Europe falls under 250€ compensation.
