I don't know if you're wrong, but the person at AA who told you it was 8 VIPs certainly was. It's 8 VIPs when you qual / requal for EXP, 4 for each increment of 1M from 2M onward, if you reside in the US. (Eight 500-mile upgrades for 1M in US.)
