I agree it's a bit awkward, but I can also understand the TA's perspective as they are not the ones who applied the voucher. I am not quite sure how they would have the voucher reinstated once someone has flown the outbound and wants to change the return sector (which from memory is what I typically need to do). With the aforementioned workaround BA is usually happy to make the change(s), but it takes a bit of effort by having the TA store the fare information in the booking.
